Engine Cooling problem

I own a 98 reg 1.6 Saxo VTR that gets exceptionally hot in a short space of time. It's got plenty of oil and water, the fan kickes in when the temp hit's 3/4 of the way up the gauge, and the needle then stops just off the red line at the top of the gauge. Nothing brings the temp down until you stop the car. It gets hot doing any speed and is normally well above the half way mark after the first 5 minutes of the engine running.

Any ideas that don't involve burning it?
