Hi,
The fuel filter is located in the fuel tank and is part of the fuel pump module which includes the pump, fuel level sending unit, and fuel pressure regulator. I attached a pic of the module below. The filter can't be seen in this pic, but fuel is drawn through it by the pump and then distributed to the engine.
To replace it requires removal of the fuel pump module and replacement of the filter / regulator. Here are directions for removal of the fuel pump assembly. The remaining pics correlate with these directions.

1. Release fuel pressure.
2. Remove Fuel Tank.
WARNING: The fuel reservoir of the fuel pump module does not empty out when the tank is drained. The fuel in the reservoir will spill out when the module is removed.
3. Disconnect fuel line from fuel pump module by depressing quick connect retainers with thumb and fore finger.
4. Slide fuel pump module electrical connector lock to unlock.
5. Disconnect the electrical connection from the fuel pump module, by pushing down on connector retainer and pulling connector off of module.

6. Mark fuel pump location.

7. Use special tool 9340 to remove module lock ring.

8. Remove fuel pump and O-ring seal from tank. Discard old seal.

Note that it says remove the fuel tank (number 2 above). The fuel pump module is accessible through a service port under the rear seat. Here are the directions for that.

WARNING: Release fuel system pressure before servicing fuel system components. Service vehicles in well ventilated areas and avoid ignition sources. Never smoke while servicing the vehicle. This may result in personal injury or death.

1. Remove fuel filler cap and perform Fuel System Pressure Release procedure.
2. Disconnect negative cable from battery.
3. Remove the rear seat cushion.

4. Remove plastic cover.

5. Clean top of tank to remove loose dirt and debris.
6. Slide fuel pump module electrical connector lock to unlock and disconnect electrical connector. Remove fuel line connector from pump module.

7. Use special tool Spanner Wrench #9340 to remove module lock ring.

8. Note the fuel pump location on the top of the fuel tank.
NOTE: The pump has to be properly located to the tank for the fuel gauge to work properly.

9. Push down on fuel pump module and remove lock ring.

10. Pull module up out of fuel tank, make sure that you do not spill fuel inside of vehicle.

11. Drain fuel from fuel pump module. Do not spill fuel in interior of vehicle.

This fuel filter is located in the fuel tank as part of the pump. It does not need to be replaced unless there is another reason to take the pump out.
I attached the info below for your review. However, I would suspect we have an issue with the fuel pressure.

Can I changed the fuel filter in my 2004 chrysler sebring myself? If so do I have to drop the gas tank to get to it? Having trouble keeping car going without sputtering. I really do feel the fuel filter need changing.

Using a fuel pressure gauge and take a pressure test to confirm flow before changing filter to make sure the pressure is low. It may be a failing fuel pump as well. You have to disconnect line at fuel filter and replace. There will be some fuel spilled so be ready to capture it in container.

My car has been idling very poorly. It is a pain to start and the acceleration is incredibly delayed. I took my car to a local mechanic so he could tell me what he thought the problem was, he said that I could have a clogged up fuel filter, so I called NAPA auto parts and auto zone to see if they had the fuel filter I needed and all they told me was my fuel filter was non-serviceable. I am not sure what I need to do to fix my problem. I am not very knowledgeable on cars.

Fuel filter non-serviceable means it is part of the fuel pump in the gas tank. It could be the filter or it could be the pump itself. Both can cause the problems you have. If you look at the picture it shows the various parts. It is also possible that it is the fuel pressure regulator. That is mounted on the fuel pump as well.
All of those items can be tested by checking the pumps pressure and output at the fuel rail. Not knowing what the mechanic did I will assume he tested to find the problem.
The entire unit is serviced as one piece so if it is any of the above the new pump module should solve the problem. This pump is one of the times you do not buy the cheapest one that fits (unless you plan on selling it in the next few months) as the quality is a real toss-up.
FYI the factory OEM part is a BOSCH #67664.

Fuel filter is located in the engine compartment, on the bulkhead, next to the brake booster.

My bad it has a 2.7 v6 (not 4 cly
the only thing with fuel lines( I belive return lines)
in that location also has 2 wires going to it

Fuel filter for the 2.7L is under vehicle, center, below seating area, above rear end of fuel tank, mounted in fuel line

Read in another diagram on your site that : That I order to replace the gas filter, you must lower fuel tank from under the rear seat. Is that true? This gas filter is under the fuel tank? What a place to put this? The rear seat from be removed and then disconnect the Fuel pump module connector. You must lower the fuel tank, Omg! I do hope. My mechanic knows how to accomplish this. Will show him the diagrams you have sent me. And the others I found on site, plus the instructions of how to accomplish this. Anything else I should know before I he begins this job? I don't think he knows about the tank removal! This will be interesting.

Yes, 2000 JXi convertible 2.5 ltr, 6 cyl car. Is the fuel filter under the tank or what? Please say it isn't! Just filled tank to brim, will not allow a lowering now. Just Put gas injector cleaner into it. Oh will these problemas ever go away? Another question, if the sensor for the radiator bad, will this cause the fan to be on a delay. Turning on after antifreeze has overheated? Or could it be an electrical problem with the fan? Better, what causes the fan to turn on AFTER rather than before the antifreeze heating up? Thanks for your quick response. Please be precise with answers, thanks.

Your info is correct about the fuel filter you have to pop up the back seat and drop down the gas tank. Just like the info you found. As far as the radiator cooling fan goes yes the sensor can cause the fan to come on too early or too late. Without some trouble shooting cant say for sure whats going on with your fan.
