1998 Chrysler Sebring Starter spins but does not engage

Recently having troubles with the car consistantly starting, have a brand new battery, so I wanted to replace the starter. Bought a rebuilt starter and installed it. When I turn the ignition the starter spins but does not engage.

We need to be on the same page.
Starter spins: Meaning as if it spins freely but does not crank the engine.
Starter cranks: Meaning that the starter is spinning the engine. The engine is cranking but does not start.

Which scenario are we on? Do you have the coupe or convertible? Diagnostic is different. Please describe the problem that you were having to warrant the starter replacement (details)
