1995 Chrysler New Yorker fluctuating throttle position

Engine Performance problem
1995 Chrysler New Yorker 6 cyl Front Wheel Drive Automatic 110, 00 miles

when driving, espically at slow speeds the engine speed fluctuates dramatically. Even with the cruise control set. It changes to the point that it will acutally make me rock back and forth in my seat. It also does it at highway speeds but not as drastically. It is not throwing any codes. My initial thought was a water temp sensor or TPS sensor? It runs well, gets great mileage. The fact that ther are no codes has me stumped. Any ideas?

Check the crankshaft and camshaft sensors also the trottle position sensor
