OBD 2 not communicating

While connecting the OBD2 to my phone it works on Mercedes and Subaru but wont connect to Chevrolet.

Good morning,

Why are you connecting it to your OBD connector? Did you check pin 16 for voltage? Check out the diagrams (Below). Please let us know if you need anything else to get the problem fixed.

I plug the scanner in and all I get is a link error.I used my neighbors and get the same thing. Any ideas why I can't scan the pcm?

Check the Data link connector for any defects or loose wires. This is the plug that the scanner plugs into under the dash. You are getting the error code because you do not have a proper connection. I highly doubt that both yours and your neighbors link cable for the scanner is bad. Did you used ths same cable with both scanners? If so try a different cable and see if you still get the error code Good luck
