2003 Chevy Trailblazer fan clutch not working properly

Fan clutch is not working properly on my trailblazer. As soon as car is started, fan spins at the speed of the engine. At idle spins slowly, step on the gas and increase engine rpm fan spins faster. It is always on and making a whining sound the faster you go. It should spin faster at idle when the car is hot to cool it, correct?
Thank you in advance for any suggestions!
Also I should mention that the same problem happened a few years ago, but dont recall what dealer did to correct it.

Replace the fan clutch assembly.
