2000 Chevy Silverado cold shifting

Something tells the transmission not to shift from second to third until it really warms up or hits 5okm when it's below -1 c . Anything temperature above that it shifts right away? And it takes a long time for it to warm up. I have replaced the transmission and the exact same thing is happening. So i'm pretty sure it's not in the tranny. Any ideas would be apprecited.

The PCM tells it when to shift and when not to. I uses inputs from various sensors to determine the shift points. You'll need a scanner that allows you to view the current data and look at temp sensors, etc. Also, check for DTC's(trouble codes). This may also lead you in the right direction. Good luck.
