1994 Chevy Silverado limited budget to fix this problem

I've got uneven tread on the front tires. It's not just the inside or out and it also vibrates at all speeds.I've been told it's either the tie rod or ball joints. How can you tell if either is bad if they are still visible and you can see them. Any pointers would be greatly appreciated. Thanks in advanced

Tie rods or balls joints?

Vibration "may" be tied into the tie rods, but I doubt it.

If the vibration is over 45, it is probaly related to the tires,

To check tie rods, grab the wheel and shake it to seeiiif there is any moment, go up and down for the ball joints.
