1998 Chevy S-10 No Heat

I'm not getting much heat out of my heater, no matter where it's set, defrost, floor, doesn't matter. The dial has battery voltage in, and using a meter I get 0 to battery voltage when I turn it full travel. Also, the airflow changes when I go from cold to hot. The temp gage is running about 200, and that's a bit high compared to where I normally see it. I pulled the heater core out (fun) and it's open when I blow through it. Both heater hoses are hot, the larger one a bit hotter than the smaller one. I'm going to put the dash back in the cab and hook it up so I can watch the blend door. If it isn't the blend door, I'm lost. Can you help?

Sounds like the mode door actuator has failed.
