1996 Chevy S-10 Fuel pump only gives 5.2 volts

My truck gave me some issues w/ starting when it would rain or snow. The next day when it would dry, it would start no problem. 3 days ago, It started fine, drove it a couple times w/ no issues. Parked it for about an hour, now it won't start at all, no rain, no water.
Within the last 2 days I changed the distributor cap & rotor, the fuel filter, dropped the fuel tank because I heard no start up humm. I changed the oil pressure switch today, because I heard this may cut power to the fuel pump. NOTHING!
I tested the wire to the pump and have only 5.2 volts. What's wrong? Is it a ground issue? Do I have a short?
