1998 3.1 Malibu 168,000 - No fuel to Engine

Wires were tested from the ICM and the PCM and all wires tested good. We tested the Injectors as we cranked the engine, and they are not getting a signal. My buddy thinks that maybe Autozone didn't test the ICM for an output signal. He is verifying that with Autozone. If the output signal was tested and passed, then it is either the PCM or grounded wire somewhere. If someone has any other ideas or suggestions that we are not thinking of, I am more than happy to hear them. I will as always, continue to update with the latest developments.

So, the most current update to this ongoing investigation is this:
We have decided it is either a bad wire somewhere on the car or it is a faulty pcm "main computer". So, we are going to eliminate the main computer from the mix by replacing it.
That leads me to a few questions. Can I go to a junk yard and pull the main computer from another 3.1 1998 Malibu, stick it in my car and have it run?

If not, what is the most inexpensive way to replace my main computer? Can it be reprogrammed?

Just to let everyone know, it was my fuel pump. Turns out the flex line in the assembly would not stay connected so I had to replace the entire assembly. Good luck morpheus. Thank you for all your help everyone.
