when sudeenly the pully turned counter clockwise?

Can I continue to put the serpentine timing belt back on?
Or do I need special instructions for this?

1999 ISUZU RODEO

TIMING BELT BROKE WHILE CAR WAS IDLING AND QUIT. BOUGHT NEW BELT, ORIGINAL MANUFACTURED BELT, WHAT IS THE PURPOSE OF THE TWO SOLID WHITE LINES AND THE DOTTED WHITE LINE ON THE BELT? HOW DO I TIME THE CAMS? THE BOOK TELLS ME THAT I HAVE TO START WITH THE DRIVERS SIDE CAM AND SAID I COULD POSSIBLY HAVE TO TURN IT UP TO 9 TIMES TO GET IT IN PHASE. CAN YOU PLEASE HELP WITH THIS PROBLEM. I DON'T THINK THE VALVES ARE BENT.

THANK YOU
