SUBARU COOLING PROBLEM

I have a '93' Subaru Legacy wagon, 2.2 engine. I just had the thermostst, water pump, radiator, and head gaskets replaced. The problem is that at high way speed my temperature gauge reads normal, if I come to a stop or am idling, (after reaching full operating temperature) the needle goes up. If I put the car in neutral and step on the gas the needle comes down. I have never seen anything like this. There is some gurgling in the heater core but I'm getting plenty of heat. Any ideas?

Pull the oil filler cap. Is there a milky-brown residue on the inside of the oil cap? Kinda chocolate milkshake-ish?

If so, you need head gaskets. And yes, that would cause the problem you describe.
