Windshield wipers wont go down

The windshield wipers do not go down off of the windshield in the off position, they stay straight up. I checked the wiper motor insides, and they were junk so I replaced it and they still do not return to the down position. Why does this happen, and how can I fix it? Thanks alot

Not positive, but it sounds like wiper control module problem.
