2004 Chevy Cavalier Overheating in Traffic

Please help.

My car overheats when sitting in traffic too long and cools down when driving. Or turning the a/c on. After the process of elimination I determined it cant be a circulation problem and I noticed the fan does not turn on unless I turn the AC on. What controls when it turns on. Relay switch? Thermostat?

The coolant temp sensor has some fan controll.
