1999 Chevy Camaro possible water in oil

when removing the oil fill cap i noticed a white milky looking substance in the fill tube and on the cap is this a sign of a blown head gasket or cracked bliock, coolant has to be added on a daily basis but there is not any signs of a leak and the car does not smoke

Depends on how much milky stuff you have...a very small amount can be from condensation due to a bad PCV...Any sign of oil in the radiator? Have a block test done to determine if exhuast gases are presnt in the coolant!
