PARKING BRAKE IS STUCK

Hi I just bought a 97 chevy blazer ls it has about 1800 miles and v.6 engine and yesterday I was parking on a hill, so I applied the parking brake.
later on when I tried to pull the release it didin't work.
i opened up the panel and the parking brake wire seems to be disconnected. Do I have to attach the wire in order to get my car to move or is there a manual way of doing this? And if so how do I go about doing it? Do I need any tools?

Just t get you out of a jam grab the cable (inside) and give it a yank, this will atleast get the brake off
