1988 Chevy Blazer


I have 2 issues with this truck I hope you can help me with.
My power windows and power door locs don't work. I am hoping it is just a fuse. I am not sure which fuse it is...all the ones that I can check are fine. or what else might be on this same circuit that could maybe tell me if it is a fuse?
Also, there is one spot in the engine that is smoking. It is white smoke and does not smell like burning. It doesn't seem to get worse while it is running, and I don't see anything leaking. It is down low on the engine, right next to the wall shared by the engine to the passengers compartment, almost dead center.
I have attached a picture of the engine. The arrow on the left is where the smoke is coming from. The arrow on the right is pointing to an object that appears to have a small crack in what looks like a rubbery object. Could you tell me what piece this is? and how critical is the crack? Can you give me any idea where the smoke is coming from?
The second pic is my fuse box. If you can give me any info as to what is what or what may be affecting windows and locks, I would be grateful.
I'd appreciate any help you could give me. I realize this info is vague.
The truck is a 2 door, 4x4 , 2.8 fuel injection model. It has 138,218 miles. If you need more info, I would be glad to provide anything I can.
