My car was leaking really bad so I took it to the mechanic he told me what the problem was. He said I needed a new water pump. So I got the water pump so he can replace the old one. Now he's saying that my water pump housing is frozen what should I do about it beening frozen.
Do you

What does he mean by frozen? Does he have the special tool for the water pump removal, and was he turning it the correct way for removal(counterclockwise). If he turned it the wrong way, it overran the lock tabs. They can be bent back to get the pump removed, but describing the procedure for someone to do that might just lead to confusion. I don't see it being frozen, unless severe environment has caused corrosion.
