1996 Cadillac Deville car wont start at times

My car at times wont start and I get a message that say. SECURITY PROBLEM CAR MAYNOT RESTART.I cant afford to take it to the dealer. My buddy have a handheld scaner for cars can my car be reset with that. Ty for your time

I am not sure what you question is. There are 2 wires that go from the ignition lock cylinder of your vehicle to the body control module. These wires are known to break over time, and as they wear they will give your the symtoms you decribe.
To check these wires you have to get into the steering collum. To do this you must remove the air bag to remove the steering wheel.
I am all for DIY, but I do not reccommend working on an SIR (Air Bag system) with out proper training.
Air bags go off with explosive force that can severly injure someone who is not properly posistioned and restrined in a vehicle.
You mentioned your friend had a scanner. Your vehicle is not only OBDII compliant but has Onboard diagnostics. You can check and clear fault codes on you vehicle without the need for a scanner (see below)
If you have questions please let me know, lots of info to follow that will help you use your onboard diagnostic system.

READING AND CLEARING CADILLAC ENGINE CODES
NOTE: The Cadillac Cimmaron used the 12 terminal DLC and codes can be accessed in the conventional manner as all other General Motors vehicles. The rear wheel drive Cadillac equipped with either the 4.1L V6, 5.0L V8, or the 5.7L V8 all can also be accessed in the conventional manner using the DLC. 1980-1983 Digital Fuel Injection:

Turn the ignition switchON.
Depress the OFF and WARMER buttons on the Electronic Climate Control (ECO) panel simultaneously and hold until. Is displayed.
The numerals 88 should then appear indicating that all display segments are functional. Diagnosis should not be attempted unless the entire 88 is displayed or misdiagnosis will result.
If trouble codes are present they will appear on the digital ECO panel as follows:
The lowest numbered code will be displayed for approximately two seconds.
Progressively higher numbered codes, if present, will be displayed consecutively for two second intervals until the highest code has been displayed.
88 is again displayed.
Parts A, B, and C will be repeated a second time.
After the trouble codes have been displayed Code 70 will then appear. 70 indicates that the ECM is prepared for the switch test procedure.
If no trouble codes are stored in memory, 88 will appear for a longer time, and then the ECM will display Code 70.
To clear the codes, while still in the diagnostic mode, press the OFF and HIGH buttons simultaneously until 00 appears. Trouble codes are now removed from the system memory.

NOTE: The fuel data panel will go blank when the system is displaying in the diagnostic mode. 1984 Digital Fuel Injection:

Turn the ignition switchON.
Depress the OFF and WARMER buttons on the Electronic Climate Control (ECC) panel simultaneously and hold until. Is displayed.
" 1.8.8 should then appear indicating that all display segments are functional. Diagnosis should not be attempted unless the entire -1.8.8 is displayed or misdiagnosis will result.

If trouble codes are present they will appear on the Fuel Data Center (FDC) panel as follows:
Display of trouble codes will begin with an 8.8.8 on the FDC panel for approximately one second..E will then be displayed which indicates beginning of the ECM stored trouble codes. The initial pass of ECM codes includes all the detected malfunctions whether or not they are currently pre sent. If no ECM codes are stored the.E display will be bypassed.
Following the display of.E the lowest numbered ECM code will be displayed for approximately two seconds. All ECM codes will be prefixed with an E (i.E. E12, E13, etc.).
Progressively higher numbered codes, if present, will be displayed consecutively for two second intervals until the highest code has been displayed.
.E.E is again displayed which indicates the start of the second pass of ECM trouble codes. On the second pass only current faults (hard codes) will be displayed. Codes displayed on the first pass are history failures or (soft codes). If all displayed codes were history codes the.E.E will be bypassed.
When all ECM codes have been displayed, BCM codes will appear with the prefix F in the same manner as the ECM did.
After the display of all codes, or if no codes were stored, Code.7.0 will appear indicating the start of the switch tests.
To clear the codes, while still in the diagnostic mode, press the OFF and HIGH buttons simultaneously until E.0.0 appears. Trouble codes are now removed from the ECM memory. 1987-1993 Deville and Fleetwood:

Turn the ignition switchON.
Depress the OFF and WARMER buttons on the Climate Control Panel (CCP) simultaneously and hold until -188 is displayed.
-188 should then appear indicating that all display segments are functional. Diagnosis should not be attempted unless the entire -188 is displayed or misdiagnosis will result.
If trouble codes are present they will appear on the Fuel Data Center (FDC) panel as follows:

Turn the ignition switchON.
Depress the OFF and WARMER buttons on the Climate Control Panel (CCP) simultaneously and hold until the segment check appears on the Instrument Panel Cluster (IPC) and the Climate Control Driver Information Center (CODIC).
Diagnosis should not be attempted unless all of the segments of the vacuum fluorescent display are working as this could lead to misdiagnosis. On the PC however the turn signal indicators do not light during this check.
After the service mode is entered, any trouble codes stored in the computer memory will be displayed, starting with ECM codes prefixed with an E.
If no trouble codes are present, the message NO ECM CODES will be displayed. Some later systems will display NO X CODES present, with X representing the system selected such as ECM, BOM, SIR, etc.
To clear the codes, while still in the service mode, and the ECM diagnostic code display has been completed press the HI button on the CCP.
This action should cause the display to read 'ECM DATA?'.
Press the LO button on the COP until the display reads 'ECM CLEAR CODES?'.
Press the HI button on the CCP and the display should read 'ECM CODES CLEAR'.
After approximately 3 seconds, all stored ECM codes will be erased.
