1991 Cadillac Deville surge problems, fuel rich spark plugs

i recently had a tune up, also had the oxygen sensers replaced, and the the map senser replaced and it still sounds like it is surgeing what could it possibley be that keeps making it do that

Check for vacuum leaks. If none then it might be the idle speed controller
