the turn signals wont blink, they just stay on, both sides, right and left, the emergency lights do work.

Check and test the turn signal flasher and the turn and hazard assembly.

where do i find the flasher on my 1994 buick century

The turn signal flasher is on the bracket, above accelerator pedal.
