BRAKE PEDAL GOES TO THE FLOOR WHEN ITS COLD AND WET (SOMETIMES ONLY)

When the car is stopped, the brake pedal goes to the floor and car starts moving forward. After couple of pumps it get fine. It only happens sometimes. It's almost new car and took to 3 different toyota dealers but they could not find the problem. Complain to headoffice and they said we cannot fix it until we see the problem. It's a safety concern I cannot wait until it happens again because I can get into an accident. I will appreciate for your advise.

Sounds either like air in system or a bad master cylinder.
