1992 BMW 525i No voltage to fuel pump fuse

My 1992 BMW 525i will turn over, but will not start or run. Sprayed starter fluid in throttle-body and car tried to start. Upon further investigation found that no fuel getting to fuel rail, also found no voltage getting to electric fuel pump. I haven't checked the fuel pump relay because I don't know where it is located. Any help you can give will be greatly appreciated.

Fuel pump check fuse no.23 and The fuel pump relay is behind right shock tower

The fuel pump relay is inside the E-box.
