Blown Head Gasket and Smog question

Truck started overheating (I didn't let it hit red on temp gauge), white smoke coming out of exhaust, pulled the dipstick out an it looked like milk chocolate all over it. I am leaning towards just buying a new engine and stepping up a size.

The smog question: I live in California and I was wondering if I would have a problem getting it to smog if I replaced the stock 305 vortec engine with a used/new 350 and if I do have a problem when I smog it is there a simple or easy way to fix it with little to no extra money spent?
