AUTO TRANS WONT SHIFT UNTIL ENGINE RESTARTS

Whenever I come to a stop, my car won't move again. It idles fine. After restarting the motor, it shifts normally until I come to a stop the next time. When driving, it shifts perfectly. I did try shifting gears when this happened but it would not move in any gear. There is plenty of fluid which I just had changed a couple of months ago. The trans was rebuilt about 10,000 miles ago but is out of warranty. My mechanic says it needs a new trans. This sounds electrical to me. I have searched online and found others with similar symptom but no solution. Thank you for any advice.

If shifting and gears are working correctly, it could be a fault with the the valve body. Problem is most likely internal.
