2000 GP-low static fuel pressure but is fine when running

2000 Grand Prix GT with 83,000 miles. It takes several tries to start the car after it has been sitting for over four hours. The car has new fuel injectors, fuel filter, plugs, and wires. The static fuel pressure is low at only 30 pounds and increases to 44 pounds when running; when I disconnect the vacuum line to the fuel pressure regulator while the car is running it increases to 52 pounds and there is no fuel leaking out into the vacuum line. The pump is turning on when static pressure is checked and checks out at a full 12 volts.
