1999 Civic Cruise does not engage in cold weather

I have a 1999 Civic with 60,000 miles. The cruise works fine in warm weather, but when it gets colder the cruise drops about 5 mph and then recovers. When it gets really cold, it engages at a low speed and causes the car to downshift. Once the car warms up and you get the cruise to engage, it usually no problem. What causes the cruise to act up in cold weather? Is there and easy fix.

There are a number of components in the system. The VSS (variable speed sensor) located on the tranny, the actuator, switch, and others comprise the cruise control system. I am not given privey to a schematic of the vehicle but one of the components must have a relay that is getting weaker and does not like the colder weather anymore. Any problems with speedometer, odometer, tach?
