Air conditioner clutches

Hello my question is this. Last year the air conditioner worked great. This year air conditioner wont engage. Its completely full off Freon. I bought two cans thinking it was empty. And it would not take any at all. My heat works. The air blows but just not cold? Could clutches on air conditioner be stuck? Or
More of a need of a new compressor?

Is the engine cooling fan kicking on when you turn on the air conditioner? Are you getting power to the air conditioner clutch when you turn the air conditioner on? How about the air conditioner indicator light? Is the air conditioner switch itself energized? With the engine running, transmission in park, and hood up, can you hear the air conditioner relay being energized when the system is turned on?
