My car the seat belt on the front passenger side has Stuck cannot pull out.

There is a pendulum and a ratchet arm and spindle that allows the seat belt to move. Something has gotten stuck or somce loose. You will need to remove the seat belt pulley cover and see what is loose or stuck and repair it.
