When starting, the engine revs high, dives down (in colder weather, has stalled), then levels off. This is without touching the accelerator. I would understand if a foot were on the gas that it might do this. Any thoughts?

Sounds like the Idle Air Control Valve, IACV is bad and needs replacement. When replacing make sure ports in throttle body and intake are clean.
