My Focus has been sitting unused for about 6 months. I tried to drive it today but my left front wheel wouldn't turn. Could the brake be "frozen"?

Yup. Often the metal chips in the linings get rusted to the rotors. Work the brake pedal a bunch, turn the steering a little, and shift between drive and reverse a few times. Eventually it will give up and become free. Don't be alarmed if you hear grinding for a while until the surface rust wears off.
