Top radiator hose gets hot, lower hose is cool, is it my thermastat

If the engine temp is not reacing normal operating temp, chances are the thermostat is stuck open. Replace it. On the other hand, that is a very common issue on vehicles. Also, check to make sure the heater core is getting a good flow of coolant. With the engine hot, the heater on and the engine running, make sure both heater core hoses are hot. If one is and the other isn't, flush the heater core.
