I'm a us soldier stationed in Germany and we have to have our car inspected every year to keep our license plates today I took my car to get inspected and they put the car on a brake tester and they told me that my rear brakes didn't have enough power it's a 2004 2 door chevy cavalier

They would have to be inspected before you're going to have any idea why it is that way. You are going to have to check the condition of the rear shoes and wheel cylinders and the adjustment of the rear brakes.
