2003 TOYOTA CAMRY CHECK ENGINE LIGHT BULB

I live in the state of North Carolina and in doing my annual emissions inspection I failed bc when you turn the car on the check engine light does not flash on. The place said the bulb was burned out and when they took out the instrument cluster to replace it they could not access the bulb. Upon calling Toyota to see about getting whatever part they need they were told I would have to bring my car to the dealership and have the whole instrument cluster replaced.A lot of money and time! Is this true that I would have to replace the whole cluster for one burnt out bulb!

Probably because something isn't turning it on or it's a lcd instead of a bulb
