Is it normal for a car to have disk brakes with brake shoes under the rotor?

My friend asked me to take a look at his back brakes since they are making a squeaking sound. So I jacked up the car, took the tire off, and seen that it was a disc brake system. But after I took the rotor off. I noticed that there was a fully functioning brake shoe system under the rotor. I always thought it was either/or, but never seen both being used at the same time before. Just wondering if this is normal.

They use the shoes for the parking brake.
