Car died and wouldn't restart

Car died and wouldn't restart. Family member somewhat familiar with cars found the coolant reservoir was empty. Added coolant, got car started but now engine has diminished power and makes a sort of "put-put" sound. What might be the cause of the lessened power and is it worth repairing. Oil has been changed every three months at Pep Boys and was changed recently and fluids were supposedly topped of. My brother in law ruled out spark plugs as the cause,
