My fuel pump does not run and pressurize the fuel rails when the ignition is placed in the run position. When started, it puts out 50psi and goes to 60 when the pressure regulator vacuum is disconnected. When the engine is shut off, pressure goes to zero. I am having intermittent hard starting. Why isn't the fuel pump pressurizing the rails with ignition in run, but works fine when the engine starts?

It takes time to pressure up as it runs for only 2 seconds.

It sounds like the pump check valve is bad.
