2002 Toyota Corolla diagnosis of PO300/PO302

My question is can a bad fuel pressure regulator create a low fuel pressure coming from the in tank fuel pump?- Also do you know the resistance rating for this specific car?-Measurement taken by multi-meter and mine are all over the place- anywhere from 1.8 ohms -4.7. (I think they are worn out)

If you were reading from the tank it was either the gas gauge sending unit or pump resistance the pressure regulator is part of the pump assembly and is mechanical. If you check your fuel pressure it should be 44-50 psi with engine idling at fuel rail.
