NO SPARK TO PLUGS

No spark to plugs. Checked distributor, rotor not turning when trying to start engine. Could not spin rotor by hand. Pulled distributor, bottom gear fine and spins normal. Pulled timing belt cover, belt not broken (will replace anyway). What else would cause distributor not to rotate? Sheared pin or key on camshaft to sprocket?

Thanks greatly for any info.

Belt may not be broken but the teeth may be worn off.

Start with the timing belt before thinking broken camshaft
