No, it would not. Sticking the probe into the black/red wire is to test the power supply from relay to the motor. Sticking the probe into the blue wire is to test the power supply from relay to fan motor and after it. Grounding the blue wire would make the motor run if it is good.

Okay, I will give it a shot again. I did it yesterday (blue wire) with the red probe meter at 50 dc and I got nothing. Just relays, if I short them I can just replace them. Lol.

Dear Sir, sorry for the delay.
I pulled the FBLW relay and tested it, it clicked and worked just fine. As started above I have 11-12 DC at the black and red wire. What would you suggest as the next step? As always thank-you for your time.

With the connector plugged in, probe the blue wire to test for battery voltage. If voltage is available, use a fused wire to probe it and ground the other end. If fan motor works, we need to proceed with testing the resistor and switch.
