Why do I have to put new brake pads on if I'm replacing the rotors
2002 FORD FOCUS
Ive been told I have to replace the front brake rotors on my car. The bake pads are nearly new and I want to know why I have to throw away perfectly good brake pads
have the same problem?

They have worn to rotor surface if reason to replace is vibration and squeal then new pads are a MUST

Yes, I would replace them, the old rotor may have caused the pads to wear unevenly or have grooves wore into the pads. Your decision.
