Explorer will not turn over or make any noise

My son took the dash apart to fix the heater problem he was having. It blows air but no heat. He has the dash back together correctly and now it will not start, it doesn't even make a licking noise. What could possibly be wrong? He is desperate and has no money to take it anywhere.

Take it apart again and re trace his steps and look for a connector left apart or a ground wire not bolted.
This is assuming that this repair was the issue. Check the battery, power to the starter and the shift lever is in park or neutral.

Is the vehicle equipped with the Passive Anti-Theft System (PATS)? If so, is the "security" lamp blinking?

Yes it does have that and I don't believe the light is blinking
