2001 Skoda Octavia water problems

My car uses water and needs topped up everyday the water goes brown in the header tank there is no pressure when you take the cap of. I drained the water from the header tank from the radiator the water in the header tank was warm but when I drained it through the radiator it was cold. It has been pressure tested and has come back fine. There is no water in the oil as it gets serviced every 10k. The heater in the car only blows cold air even when you put the heater to high. The radiator fan only comes on when the heater is at auto when you change it to econ the fan doesn't come on help me please

Check to see if water pump is flowing coolant
