2001 f350 deisel brakes feel spongy all the time. Have to press brake pedel harder to stop.

Brake booster is the one thing it will not be. That's not how a bad booster will act.

Weak booster response causes more force too be applied to pedal to operate brakes.

Which would be the opposite of a spongy pedal. It would be a harder pedal.
