Does the number one cylinder have to be at top dead center in order to replace the crank shaft position sensor?

No, but there has to be a spacer on the end to set the critical air gap. That will be a thick paper spacer that slides off later, or a thin plastic rib molded on that wears down a little over time. If you are reinstalling a used sensor with a rib, cut the remaining part off and use a paper spacer.
