2001 Chrysler LHS Wont start Possibly locked up

To be honest, I hadn't drove the car in a few months. My 16 yr old son was driving it to school. He had to get a jump a few times and one day it wouldn't;t even take the jump. Nothing as if battery was dead. So I had it towed home. I have checked the battery it checked out, Then I took the starter into OR and it tested good! However, it won't start. Doesn't even try. I have power to windows, locks, dash a/c stereo. Just won't start. I was told to see it the motor was locked up and we tested it by trying to get the flywheel to turn and NO LUCK. What else could it be and why did it all of a sudden do this? How do I resolve this?

Check starter relay in power dist box. And fuse G
