Car won't start in cold

Car won't start in cold. New fuel pump, ignition relay and switch, cold air sensor, and a full tune up. As soon as the weather warms (40 degrees or better) the car starts with no hesitation. Everyone is baffled. Can you help?

Maybe carbon build up on intake valves
