2000 F350 XLT Super duty crewcab 4X4 powerstroke

While trying to start my truck, it abrupty stopped turning over and a module behind the dash, to the right of the steering column cavity, started vibrating. It vibrates non-stop even without the key in the ignition. The only way to make it stop is try to perform some other electrical function as pushing the brake pedal, adjust the seat, horn, etc. Afterwards there is a few moments of clicking and chirping from the interior fuse/relay panel.
