HOW TO STOP PARKING(?) LIGHTS FROM FLASHING AFTER I REATTACHED BATTTERY CABLE.

I just changed the fuel filter on a 1999 Subaru Forester. After I reconnected the battery, the front side lights started blinking. They continue to blink whether the engine is on or off and only stop when I disconnect the battry cable. I tried cutting the parking lights button and, alternatively the flasher button on and off but that had no effect either. A light goes on and off on the radio/clock display and on and off on the airconditioning dial. What can this be and how can I resolve this issue, any help would be appreciated!

Look for breaks in wires near the fuel filter you changed.
